Most club owners assume empty tables mean they don't have enough players. So they go looking for more players. And that rarely solves the problem.
The real issue is pool size. Your players can only play with each other. When your regulars aren't online at the same time, tables don't run - no matter how loyal those players are.
This is a structural problem, not a marketing problem. And understanding that difference is the key to picking the right solution.

Players in different time zones can't play each other. Your 100-player club may only have 8-10 people online at any given hour.

STAKE COVERAGE
Players want different stakes. A micro-stakes player and a high-roller can both be online but there's no table for either because volume is too thin.

Players log in, find no action, and leave. Next time they hesitate to log in at all. Empty tables breed more empty tables over time.
